--- Comment #22 from it...@inwind.it --- Just updated to Plasma 5.24 and the issue has been fixed for me: now closing the laptop lid in a Wayland session doesn't trigger suspend anymore, and selecting Shutdown shuts the laptop down correctly instead of suspending it.
