The virtual desktops switcher in the overview introduced in 5.24 can only be
displayed horizontally.

Rational:

* When people use a vertical taskbar, their vertical desktop tends to have more
rows (vertically) instead of more columns (horizontally). Displaying desktops
horizontally at the top doesn't make sense for them.

* Modern computer screen tends to be wide (which is also why people choose
vertical taskbar), stacking virtual-desktop-switcher, applications windows and
search make all of them very small and you cannot see clearly what's inside a
virtual desktop unless you have a giant screen. 

Aligning virtual desktops to the left or right margin can make it to be larger
and clearer, while at the same time doesn't sacrifice anything.

* If a user sets right/left edges to open overview, they have to move the
cursor to the top. Image a user can just move the cursor to the right edge,
then the virtual desktops show up around his cursor.

Prior Art:

GNOME 3's virtual desktop switcher is vertical.

Expected:

Add an option to move the virtual desktop switcher on overview to
left/right/bottom or top. Please check GNOME3's vertical virtual desktop
switcher to get a mental picture.
