STEPS TO REPRODUCE
1. Start with one keyboard layout
2. Open the Keyboard KCM and add a second one
3. Click "Apply"
OBSERVED RESULT
Nothing changes in the System Tray.
EXPECTED RESULT
The Keyboard Layout applet should automatically appear.
ADDITIONAL INFORMATION
Restarting plasmashell makes it appear.
