SUMMARY
I compared with top in a command shell, and the cpu activity reported there is
much higher. 
Basically, the cpu load according to top goes all the way to 100 and the load
as reported by system activity does not go beyond about 25 procent for the same
process. Thus it gives a wrong view of my system load.
It almost looks as though the single CPU load is divided by the number of
cores, which is not correct IMHO.
This bug has been with us for a while it seems, see also this:

Perhaps this is something for the 15 minutes bug initiative?

STEPS TO REPRODUCE
1. see above, pick any process that generates some load. 
   MY example is a soft synth that also reports the CPU load itself (identical
by the way to the load reported by top)
