The window below is both below > (not on top) AND out of focus. Yes. This happens. I noticed I can reliably reproduce the issue with Chromium-based browsers (tested with Vivaldi and Chromium), but strangely enough, it's working correctly for me with other apps. Nate Grahan (or another developer), can you try reproducing the issue on your end again but switching between a Chromium-based browser and another app?
