STEPS TO REPRODUCE
1. Update as normal

OBSERVED RESULT
Note some libkf5 packages are still at 5.89
Note that /etc/apt/preferences.d/50-kcoreddons has pins set to 5.8* for some
packages
EXPECTED RESULT
All kf5 packages should be at 5.90
$ apt search libkf5 | grep 5.8

It looks like neon-settings did not get updated to reflect the Frameworks
upgrade?
