I think that this is not a bug.
In the Tool Options docker, you have Anti-aliasing enabled which will vary the
selection 'strength' depending on how similar a colour is to the one selected.
(The selection is actually a mask with greyscale values.)
Please try again with Anti-aliasing turned off in the Tool Options docker.
