I would like to propose to integrate the installation of required debug
packages into the systemsettings module where the user can select if (s)he is
willing to provide telemetry data. Writing bug reports when the system crashed
is part of user feedback. Debug packages are not installed as a standard in
many distros. I believe it is a good place to provide an option to install
these packages. When a user is willing to provide telemetry data, he is likely
to be willing to provide a a bug report when the system crashes.
