If you look at the "Tool Options" docker while the Color Sampler tool is active, is it set to "Sample All Visible Layers" or "Sample Current Layer"? If it is set to "Sample Current Layer", can you make sure that there is some content in the current layer in the position that you're trying to sample from. 2. What is the "Blend" slider set to? (This setting is also in the Tool Options docker whenever the Color Sampler tool is active.) When it's set to 100% it will pick the exact color of the canvas, and anything lower than that will mix in some amount of the previous active color. 3. It also might be worth checking that the "Radius" option is set to something that you'd expect.
