That seems surprising to me, since although I find it weirdly difficult to
find a direct list, the CLDR website links in turn to lists that include
"English (Denmark)". On http://www.unicode.org/cldr/charts/29/ they even
say "ICU does not contain all of the data in CLDR" when linking to the ICU
which lists "English (Denmark)", which implies that CLDR is a superset of
ICU. The comment you have linked to does not explain *why* en_DK is not
included in the CLDR database.
