On KDE, hovering over things like the Application Launcher displays a tooltip
with the name of the item as well as a description of it. While this could be
useful for new users, I find it to be a bit annoying and busy.
KDE has a setting to disable this behavior, but doing so also blocks out useful
information. Among the most useful is the option to hover over currently open
programs in the task manager and see all of the open windows. But other useful
options include hovering over the clipboard manager to see copied items as well
as hovering over the volume indicator to see volume.
I am asking that the default behavior is changed so that the open window popup
will show even if this option is disabled.

STEPS TO REPRODUCE
1. Verify that "Display informational tooltips on mouse hover" in enabled
(Setting > Workspace Behavior > General Behavior>)
2. Open two tabs, of any program
3. Hover over the icon in the task manager; you will see two useful popups that
show the open windows
4. Now disable "Display informational tooltips on mouse hover"
5. Hover over the icon in the task manager; you will see that the useful popups
to show open windows are gone
OBSERVED RESULT
With the setting enabled, all popups shown. Including the useless ones
(Application launcher which just says its name and description) and useful ones
(showing open windows, volume indicator).
With the setting disabled, all popups are gone, including useful ones.
EXPECTED RESULT
At the bare minimum, I would expect for the open windows popup to still show.
