The wallpaper slides because the whole activity switch transition uses a slide
effect, and activities can have different wallpapers, so if we allowed
disabling the slide effect for only the wallpaper, then the transition would be
un-animated and unsynced to the slide effect. It would look terrible. We can't
do that.
Or are you asking for the ability to disable the slide effect for the entire
activity switch transition?
