Yeah, because Language with only one language setting sets LANG, but formats
also sets LANG. Ideally, language should set LANGUAGE. This will be solved in
Language & Formats merge. (Hopefully we can land the merge in 5.24) In the
meantime, I won't try to fix the old KCM.
