We ended up implementing chording for these actions themselves in KWin; you can
now do Meta+left+up in a recent KWin version to do what you expect :)
Implementing chording in the shortcuts engine itself is probably not a good
idea as it confuses the heck out of people in places where it is already
implemented, such as Plasma. See Bug 433841.
