SUMMARY
This picture can show what I mean: Currently my docks are like this:
https://i.imgur.com/256xSkT.png with the top bar being green and the side-bar
being red. however, I want them to be arranged like so:
https://i.imgur.com/rUxDhQI.png with the side bar taking precedence. I have
ttried EVERYTHING and there is no way to do this. I have tried deleting both,
placing the side bar first and then placing the top dock, I have tried
"reordering" them in the layout menu, everything. The only thing that even
semi-works is changing the size of the top bar to be smaller than 100%, but
then I get blank space and it's very annoying.
