I suspect the underlying Qt MySQL driver was not found. Note: KMyMoney shows all drivers reported by Qt (see https://doc.qt.io/qt-5/qsqldatabase.html#drivers) but cannot verify if any them is not properly working before it presents the database creation dialog. Please verify that you can create a SQLite database with your installation or if that fails as well and report your findings.
