That means it's an issue/feature in the color scheme. Color schemes can
themselves--for reasons that are likely to be historical in nature--have
inactive effects that are a similar though not identical to the KWin effect
that you turned off. That color scheme likely turned them on. You can turn them
on in the settings window for the color scheme.
