SUMMARY
The panel, when set to auto hide, will only remain hidden when the cursor is on
the same monitor as the panel and no windows on the other monitor(s) is brought
into focus.  The panel will remain hidden when the mouse moves to another
monitor, but will unhide as soon as a window on another monitor is brought into
focus.  It also unhides if a window on another monitor is brought into focus
via the Alt-Tab shortcut, and the cursor remains on the monitor with the hidden
panel.

STEPS TO REPRODUCE
1. Have to or more monitors.
2. set panels on at least one of them to auto-hide.
3. Bring focus to a window on a different monitor, either by moving cursor over
and selecting it or via Alt-Tab shortcut.

OBSERVED RESULT
The panel becomes unhidden.

EXPECTED RESULT
The panel remains hidden unless the cursor is moved to the edge of the screen
that contains the panel.

ADDITIONAL INFORMATION
I've just set the panels on my two non-primary monitors to auto hide, so I
can't say how long this has been an issue.
