I don't know exactly what causes this: sddm, plymouth or plasma itself. It
happens on 18.04 and 20.04 LTS on my XPS 9360. I can remember that when neon
was 16.04-based the boot process was clean and logo didn't reappear. Any
thoughts what can cause this?
