It is a serious design flaw after a breakdown of structured development within KDE (I won't go into details). Anyway, the only feasible way for the current design is to work around it, like what Nate Graham stated, and tried to do. My personal workaround, with a 'sigh' and less than satisfactory is the installation of PlasmaConfigSaver, and store all the layouts that I use. And then writing back the one that I need, but is messed up by the most recent resolution change. Maybe, just maybe, it is possible to write a wrapper around this software, which calls it up at a detection of change of resolution.
