No buttons reboot, shutdown and sleep

SUMMARY
When using latte dock with default KDE start menu, buttons "reboot", "shutdown"
and "sleep" disappear (but sometimes, i dont know, why they appear, but only
for one boot (I suppose when not rebooting but just shutdowning))

STEPS TO REPRODUCE
1. Follow [this](https://www.youtube.com/watch?v=qTF9Nmt3iXY&t=492s) youtube
tutorial to setup theme i have installed, **but keep default kde start menu**!
2. Allow latte to open start menu by command (windows) key press (Right Click
to Latte -> Configure Latte -> Preferences -> Press Command key to activate
Application Launcher).
3. *Reboot* (i guess not shutdown and turn on but namely reboot) a couple of
times and each time check, is there buttons listed above in start menu

OBSERVED RESULT
There no buttons: "reboot", "shutdown" and "sleep", in the default kde start
menu, when using it with latte dock and installed themes

EXPECTED RESULT
Buttons "reboot", "shutdown" and "sleep" in default kde start menu when using
with latte dock, edna layout and edna theme should be vissible and clickable

ADDITIONAL INFORMATION
I have windows installed as a second operation system.
System language does not change observed result.
Also, when using default kde panel with that default menu, buttons persists
