The Application Dashboard does not cover the Plasma panel when the panel's
visibility is set to Always Visible. In that case the Dashboard even extends
beyond the top of the screen as it does not account for the reduced screen real
estate, making the "Apps & Docs" and "Widgets" tab labels unreadable.
However, the panel is covered alright by the Application Dashboard if the its
visibility is set to Windows Can Cover.
