I think this is the issue. I get a huge lag when there are loads of
notifications and in single notification popup, I get some milliseconds of
stutter and returns to normal, repeating the same when the notification fades
away. I dont think that NVIDIA bug mentioned in his comment affects only steam
but steam stutters the most while opening apps, showing notifications and stuff
gets hit with stutter too whenever they appear.
