Correct, Help -> Manual does work. It launches the URL:
"https://docs.kde.org/stable5/en/okular/okular//";
The issue is that on Windows, at least, clicking from the Help button from
inside another dialog attempts to open, for instance with the Settings Dialog,
"https://docs.kde.org/stable5/en/okular/okular//okular/configure.html";
For reference, the working URLs are
"https://docs.kde.org/stable5/en/okular/okular/configure.html"; or even
"https://docs.kde.org/stable5/en/okular/okular//configure.html";
I am not clear if this is an issue from the repeated forward slash, but Okular
seems to append an extra "okular/" which breaks the URL.
