Another curious thing is that having Firefox running (doesn't matter if it's xwayland or wayland native) makes this issue significantly more difficult to reproduce with keyboard presses, but I can confirm it is still present. Additionally, I found another more effective way to reproduce this, it's holding Ctrl and keep scrolling up and down with the mouse wheel to repeatedly zoom in and out.
