Can also confirm on Plasma 2.21.5.

To me it seems the designations "Screen 1" and "Screen 2" are randomly being
swapped between my two displays from time to time. And now I can't even find
the checkbox/button in the screen configuration dialog to manually set one of
them as "primary" after this happens.

They are both external displays (on a desktop PC), and I don't ever unplug
either of them.
The swap happens either when waking up the computer from sleep, or when I
return to the computer after it has disabled both displays due to idle time.
(BTW I always wait for both displays to fully turn on before waking up the PC,
specifically to try to avoid this from happening, but lately it's not enough.)

Not only does the panel move to the wrong display, but the desktop icons too.
Also, the wine/Proton games will start showing up on the wrong screen.
That screen is oriented in portrait mode, so even if I manage to move the game
window back to the right display, I can usually only select 9:16 (instead of
16:9) resolutions in the game settings, which is not ideal.
