Maybe this is a kwin bug, but filing it against spectacle for now.
To reproduce:
1. Right click on a window titlebar
2. Turn "More Actions > Keep Above Others" on
3. Initiate a rectangular selection screenshot
The window you told to keep above others also apparently is kept over the
overlay.
