No, works fine here.
Maybe a caching issue?
Try to delete ~/.cache/plasma* when Plasma is not running.
But as mentioned, I cannot reproduce your problem here on openSUSE...

I noticed this when I change themes, it still uses the old one.
But after restarting plasmashell, this is ok.
