As of right now, having the mouse over the layer list on the left side actually
scrolls vertically while having the mouse over the timeline itself moves
horizontally.
I wouldn't be opposed to changing this to always scroll vertically unless a
modifier is held, but I thought keeping the behavior close to legacy would be a
good idea for 5.0...
