The reason I requested this is that:
1. at the moment, titlebar text colors are exposed in the GUI so it would make
sense to observe them regardless of whether header colors are active;
2. not all elements in the tools area get the inactive ForegroundNormal color,
making inactive windows look strange (see attached screenshot)

But maybe it makes more sense to do something about the above without
satisfying this feature request.
