NAME: KDE Plasma Monitor Hell BUG - Turning Off main desktop monitor and back
on again results in main monitor losing the bottom half of the screen (THE
TASKBAR) & other Anomilies

DESC: Turning Off main desktop monitor and back on again results in main
monitor becoming black and providing no useable interface, ex: the bottom half
of the screen (THE TASKBAR) & other Anomilies

DE's Bug Appears In:

Xwayland (Wayland) : YES
Full Wayland: YES
x11: NO

CONDITIONS:

Both monitors 1 & 2 are on

REPRODUCE ISSUE:

1. Turn SONY 32" monitor off via On/Off button on TV Set/Monitor or TV remote
control
2. Turn SONY 32" monitor back on via On/Off button on TV Set/Monitor or TV
remote control

RESULT:

KDE connect Daemon - The KDE Crash Handler window appears on the SONY 32"
Monitor*
The taskbar often still appears on the SONY 32" Monitor but is not responsive
 *Intermittant, sometimes happens

SONY 32" Monitor gives a black screen, with _maybe_ (intermittant) only 1
window being displayed (often the last used or in-focus window)
HP VA905 19" Monitor suddenly appears to become a/the main/primary monitor (the
taskbar with all pinned icons in it that was originally on the SONY 32"
Monitor)
             suddenly appear on this monitor.

The SONY 32" monitor will also successfully display the mouse pointer, however
when moving/draging any windows from the HP VA905 19" Monitor to the SONY 32"
monitor
the mouse pointer on the SONY 32" monitor turns into a 4 direction arrow, and
the window being dragged onto the SONY 32" monitor does not get displayed at
all.

About a fifth of the SONY 32" monitor (on the right-hand side of it) ends up
displaying a part of the wall paper that was displayed on the HP VA905 monitor.

Also the taskbar on the SONY 32" monitor appears to be literally "raised up" by
about 2 centimetres with nothing but black underneath it.

FURTHER INFO:

It is usually possible to logout and then back in again to restore operations
to the way they were before the issue started
However, upon repeating the above monitor off/on issue often results in the
non-ability to logout and sometimes one cannot use any monitor to run apps
and a manual PC button re-boot is nessessariy

Issue has persisted on at least 3 previous kernel releases as well
