One of them has been assigned Alt+F1 as their activation shortcut. Now KWin calls activateLauncherMenu in PlasmaShell, which looks for an application launcher with the shortcut Alt+F1 and activates that one. I am suggesting, that it works without Alt+F1 being present. It should activate the launcher closest to the mouse, preferably on the same screen.
