Since other drawing software doesn't use the GPU at all any comparison is
useless. Given the way the cursor flickers between pan and brush, I think
either your shortcuts/canvas input settings in krita are messed up, or the
tablet driver is messed up.
Try to reset Krita:
https://docs.krita.org/en/KritaFAQ.html#resetting-krita-configuration, to reset
the tablet driver.
