If access to system tools is not there, then the plugins External Tools, LSP Client, Terminal, Build Plugin, and possibly some others don't work. Given this, I suggest we remove the download links to flatpack et al on https://kate-editor.org/get-it/ - and if Late is still built for flatpack, then we should explicitly state it's not supported and bug reports will simply be closed.
