This has been effectively fixed by Marco Martin with
https://invent.kde.org/plasma/plasma-desktop/-/commit/c79483c370e952d37ac563bc56700285fdac812e
in Plasma 5.22; the new "Quick Settings" landing page has a button to show the
wallpaper chooser for the current containment, so it's accessible from System
Settings now even though technically it's still not a KCM.
