SUMMARY
After upgading from openSuSE Leap 15.1 to 15.2 one wallet can not be opened: It
is closed and on clicking "open" there is no password dialog.
STEPS TO REPRODUCE
1. kwalletmangager5
2. select wallet with non-ascii name
3. nothing seems to happen
OBSERVED RESULT
No error message or anything seems to occur
EXPECTED RESULT
Password-dialog shows

Linux: 5.3.18
(available in About System)
KDE Plasma Version: 5.18.6
KDE Frameworks Version: 5.71.0
Qt Version: 5.12.7
ADDITIONAL INFORMATION
When the wallet is copied to a different name (with only ascii characters) it
can be opened.
I also seem to be unable to create a wallet with umlauts, like a new wallet
"blöd" can't be created.
Did work in openSuSE 15.1.
