I'm not sure what behaviour change in 5.21 you are referring to, nothing really
changed in that regard.
Profiles (what you see in systemsettings) and Ports (what you see in the
applet) are different things. The set of ports you see depends on your active
profile. If more than one port is available for the active profile the applet
allows you to switch between them. For as long as I remember it wasn't possible
to switch profiles from the applet.
That actually is going to change with 5.22 and it will be possible to switch
both profiles and ports from the applet
