SUMMARY
Every time a user logs in to plasma, the notification "Restart is required" is
shown. However, restarting does not have any effect, nothing different than a
normal restart happens and the notification is shown again.
STEPS TO REPRODUCE
1. Login to plasma
2. restart system as instructed by the notification
3. Login to plasma
OBSERVED RESULT
The notification that a restart is required is shown every time regardless the
number of times I restart the system.
EXPECTED RESULT
The notification that a restart is required should only show up when a restart
is really needed (or at least say why it is needed).
