SUMMARY:
When systemd startup is enabled there is no startup sound. All other
notification sounds work fine as does the logout notification.
If I disable systemd startup with: kwriteconfig5 --file startkderc --group
General --key systemdBoot false
And restart the Startup sound works fine.
