99% chance this is an issue in PulseAudio itself and not the applet. I would
recommend filing a bug with Fedora (https://bugzilla.redhat.com/) or PulseAudio
(https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/issues/).
