This is a good idea, although due to the way that global shortcuts work each
modifier key would have to have its own action and assigned to a
key+modifier(s).  E.g. the shortcuts dialog would have separate actions for
"Increase Volume", "Increase Volume by a Middling Step" and "Increase Volume by
a Big Step".  As long as Qt recognises the key code that is sent when the
key+modifier is pressed it should be possible.
