You interact with a car in a predictable fashion, but interactions in a computer are highly diverse and always changing. What makes KDE the most popular desktop is that it understood this principle. You can adapt its interface to different scenarios at the user level, without having to program. For being able to adapt, policies shall be independent from mechanisms. The best policies shall be encouraged by making them default, but never ENFORCED.
