SUMMARY
When I open KPM by the first time after login, its password dialog opens
in foreground as expected. But if I restart KPM, its password dialog opens
in background until the next login.
STEPS TO REPRODUCE
1. login
2. open KPM (its password dialog opens in foreground as expected) and enter
your password
3. restart KPM
OBSERVED RESULT
password dialog opens in background
EXPECTED RESULT
password dialog should always open in foreground
