This way of reading doesn't match the facts - neither Dolphin nor Konqueror are part of Plasma, they have a different release cycle. Konqueror has no WWW as it's core: it's mainly a container of KPart objects. That said, it may make sense to have that documentation in Dolphin, and reference the Dolphin documentation from Konqueror (Konqueror file management depends on a library provided by Dolphin).
