I don’t think a configurable set of background colors makes sense, but a triggerable action that opens a color chooser should make sense. I don’t understand the use case. Why would you want to frequently change the color of the Change Paper Color feature? I was working on a color mode menu, which allows to quickly switch between different color modes, but not to change the specific color.
