It can be misleading to a naive user to request to edit an institution and get
a dialog showing the correct data, but titled "New Institution Dialog."  (The
work "Dialog" probably shouldn't be in the title in either case.)  Hopefully,
it is easy to change the title, but still use the same dialog.
