I primarily looked at the source and compared the data that different locales used to find out the settings I wanted. With a bit of trial-and-error I got the result I wanted and that is what is in the patch. So just look at what locale uses the date format you want, what locale uses the currency format you want and so on. If two or more locales use the same format, then compare what fields are the same for them.
