Note that using the area around the selection outline as a special interaction
area for editing the selection instead of like usual makes it more difficult to
start a selection near the outline of the existing selection. I'm already
having a bit of trouble sometimes, moving the selection instead of activating
the Similar Color Selection Tool from that pixel, for example (which is
important if I want to add or subtract from the existing selection, so I cannot
deselect to get rid of it). However it's a nice proposal so I hope with care
and small enough interaction outline margin it can be implemented without
disrupting other usecases.
