SUMMARY
screen saver unlocks session even if PAM time restrictions apply in
/etc/security/time.conf - after logout there is no way to log into but locking
does not prevent user to unlock

STEPS TO REPRODUCE
1. Log into KDE session when time restrictions allows to do so
2. lock session and wait/configure until time restrictions apply
3. enter password - PAM is ineffective/not verified against PAM_time.so and
user can unlock his session. 

OBSERVED RESULT
PAM time restrictions innefective

EXPECTED RESULT
PAM time restrictions apply to every application which authenticate also to
screen locking
