SUMMARY

Hello, when opening plasma panel settings two stripes with options appear
nearby.
This is not a good choice for a couple of reasons:

1 Consistency. 
All plasmoids have a separate window that opens when we want to change some
setting. All except plasma panel.
2 Clutter.
When two panels overlap and we want to change options of one them, those two
stripes go underneath and some options may be not accessible. Furthermore, if
mouse goes over a plasmoid its tooltips cover panel options making them
temporarily inaccessible.
3 Animations sometimes are clunky.
When moving a panel on another screen edge, those two stripes with options
sometimes are rendered in a strange way, they can be larger. 

If plasma panel had its own settings windows, these problem would be fixed.
User would have a better experience.  

STEPS TO REPRODUCE
Open plasma panel settings.

OBSERVED RESULT
Two stripes appear with settings.

EXPECTED RESULT
A separate window with panel settings should appear, like all other plasmoids.
